Aaple Sarkar Seva Guarantee Act: In our daily lives, simple documents like a caste certificate, domicile proof, or income certificate may seem small, but for a common man they carry the power to open doors for education, jobs, and government benefits. For years, people in Maharashtra struggled with long delays, paperwork, and uncertainty while applying for such services. To put an end to this struggle and to ensure that every citizen gets timely, transparent, and accountable governance, the Maharashtra Government introduced the Maharashtra Right to Public Service Act, 2015, popularly known as the Aaple Sarkar Seva Guarantee Act.

This Act is not just a legal framework; it is a promise to the people — “ab sarkari seva milegi samay par, bina pareshani ke.”

The Spirit of the Act

The core idea behind the Act is simple yet revolutionary: every citizen has the right to receive government services in a time-bound and transparent manner. Whether it is related to revenue, rural development, urban affairs, or any other essential department, the law makes it mandatory for officials to deliver services within a fixed deadline. If the services are delayed, there are provisions for penalties on the responsible officials, ensuring accountability at every level.

The Commission for Right to Services

To monitor and ensure effective implementation, the Maharashtra State Commission for Right to Services was established. On 1st March 2017, Shri Swadheen Kshatriya, former Chief Secretary of Maharashtra, was appointed as the first State Chief Commissioner for Right to Services. After his tenure ended in January 2022, Shri Dilip Shinde, Commissioner of Pune, took additional charge until May 2023. Currently, from 4th May 2023, Shri Manu Kumar Srivastava, also a former Chief Secretary, has been entrusted with the responsibility as the Chief Commissioner.

This leadership structure reflects the government’s commitment to make sure the Act remains not just on paper but actively benefits citizens.

Services Covered Under the Act

Under this Act, a wide range of services that people regularly need have been included. These include issuing caste certificates, domicile certificates, income certificates, and even important services like marriage registration. The beauty of the Act is that it covers multiple departments, ensuring that citizens don’t have to run from one office to another endlessly.

Moreover, the state continues to add more services under the Act, expanding its reach so that no citizen is left out.

Who Can Avail These Services

The Act has been designed for every citizen of Maharashtra. Anyone who is a resident of the state and needs government-issued documents can benefit from it. All that is required are basic identity documents such as an Aadhar card, residence proof, and bank details wherever necessary. This keeps the process simple and accessible to all.

How to Apply

The process of applying for services has been made easy and user-friendly. Citizens can use the Aaple Sarkar Portal to submit their applications online, track their status, and even download documents once approved. For those who are not comfortable with online systems, offline support is available through Citizen Facilitation Centers and Taluka or District offices.

By combining digital access with physical centers, the Act ensures inclusivity, allowing both urban and rural citizens to benefit equally.

Why This Act Matters

The Aaple Sarkar Seva Guarantee Act is a milestone in citizen empowerment. It reduces delays, eliminates unnecessary middlemen, and ensures transparency in governance. By holding officials accountable, it restores trust between the people and the government. For families in villages and cities alike, this Act means peace of mind — “ab seva milegi bina bhrashtachar ke aur samay par.”
